I'm choosing to suggest {{PD-US-not renewed}}, which seems very safe, though it is possible this is even {{PD-US-no notice}}. I cannot find any relevant listing in relevant years in https://onlinebooks.library.upenn.edu/cce/. Hall was a British painter who was born in Finland, died in Argentina and between that lived in the United States, Sweden and France, but this painting was of (and commissioned by) a San Francisco-based art collector and patron, and the chair was definitely in San Francisco at the time it was painted; I have no reason to think it was ever exhibited abroad, and it was in the inaugural collection of the Maryhill Museum of Art (1940), so U.S. copyright law is almost certainly the relevant body of law.
