Austrianullified the Concordat of 1855 ; Spain,undergoing a new revolution, attemptedto delude an oppressed people by newvexations of the Church. Russia contin-ued her course of persecution, and in Po-land especially the Catholics were in aposition of the greatest suffering. InItaly the policy of violence and dissimu-lation still prevailed. All these evilsformed the subject of an allocution ofthe Pope, on the 21st of June, 1869. A private affliction befell him about thesame time. In 1858 he had lost his bro-ther Joseph, and now in the summerof 1869 he was deprived of his eldestbrother, Count Gabriel Mastai. Whenthe news came he retired apart to indulgein the grief which overwhelmed his affec-tionate heart; then he appealed to themercy of God for his brother, ascendingon his knees the Scalasancta, and offeringthe holy sacrifice of the mass.

Five committees of theolo-gians from various countries of Europeand America, who? had been maturelystudying the questions likely to come upbefore the Council, now printed disserta-tions and essays for the private use ofthe bishops, to aid in expediting discus-sions and debates. The north arm of thetransept of St. Peters, that which stretch-es toward the Vatican palace, and is dedi-cated to Saints Processus and Martinia-nus, was inclosed, and fitted up for the useof the Council, and supplied with properfurniture; rooms were prepared for theuse of the congregations, secretaries, andothers who were to take part in the au-gust assembly.
