English: At the Beach, a 1901 print by Charles Dana Gibson.

The suggestion is that the men might be inclined to enjoy the beach by taking off their clothes to swim, but they do not because a woman is present and such would be considered improper in mixed company-- but the men also think it would be rude to ask the woman to leave, and so have frustrated expressions.
