This SVG is buggy, but I'm not experienced enough with Inkscape to fix it - it should match the rendering of it at File:Four_State_Barcode.png. If you're reading this and can see how to fix it, it would probably improve the Intelligent Mail Barcode article that I made it for if the SVG were used there instead of the PNG. If that's the case, I have no aversion to the PNG getting deleted.
